In 1992 we collected and analyzed 45 state Vocational Rehabilitation agency policies and procedures. We found that many of the policies contained negative statements about self-employment and almost 1/4 of the participating agencies didn’t have a written self-employment policy.
As a result of the survey, we developed an 8-component model of self-employment policy and procedures for counselors to follow when working with an individual to open a business. IN addition to the policy and procedures, we developed a self-employment training for VR counselors.
