Rural public transportation. Who needs it? Transportation dependent rural Americans.
Of the ninety-one million people living in areas eligible for Section 5311 non-urbanized transportation services, more than a third are classified as transportation dependent because they have no personal transportation. The diagram shows three intersecting circles, with each representing a segment of the rural population having a particular attribute. Areas of intersection indicate where segments of the population have two or three attributes. 12.4 million are poor. 12.1 million are elderly. 11.9 million have disabilities. 1.1 million are poor and elderly. 3.9 million are elderly and have disabilities. One million are poor and have disabilities. Seven-tenths of a million are poor and elderly and also have disabilities.
