Analyzing Vocational Rehabilitation Policies and Procedures:
A 10-Year Retrospective

In 1990 the RTC: Rural analyzed VR state policies and procedures governing the use of self-employment within state general and combined agencies.

Our researchers also analyzed the use of self-employment by VR counselors in rural and urban states.  As a result of this research, we developed a model policy with eight recommended components, and procedures for the policy's implementation. This model policy combines VR practice with current best practice for starting businesses.

The 1990 analysis contributed greatly to our understanding of state agencies' practices and their use of self-employment. The Ten-Year Retrospective was a follow-up analysis of state policies.  RTC: Rural researchers analyzed the use of self-employment in rural and urban states, determined if policies had changed over ten years, examined the impact of any changes, and developed recommendations for enhancing self-employment outcomes.
