An oval at the right of the figure represents Conflict Resolution Strategies and arrows point from it to each of three rectangles, indicating that the Strategies apply to each stage of the collaborative process. The top rectangle represents the Informational Stage, in which VR and SBDC interagency focus group meetings are conducted. An arrow points downward from this to the Action Stage, in which internal, external, and cross-agency collaborations are built. Also changes are made in protocol or policies that address the priority areas.
