Description of Figure 2:

Figure 2 presents data from state VR agencies that participated in both the 1992 and 2002 research studies. The percent of agencies that contained the model component "counselor assesses individual's business potential" was 89% in 2002 and 64% in 1992. The percent of agencies that contained the model component "consumer develops a business idea, explores a business idea's feasibility, and conducts a market analysis " was 80% in 2002 and 60% in 1992. The percent of agencies that contained the model component "consumer obtains needed education and business training " was 65% in 2002 and 31% in 1992. The percent of agencies that contained the model component "consumer obtains needed technical assistance for business development process " was 89% in 2002 and 51% in 1992. The percent of agencies that contained the model component "consumer develops a business plan" was 96% in 2002 and 49% in 1992. The percent of agencies that contained the model component "consumer explores and applies for resources available from other sources " was 81% in 2002 and 42% in 1992. The percent of agencies that contained the model component "agency, or qualified individual, reviews business plan for long-term feasibility " was 89% in 2002 and 36% in 1992.  The percent of agencies that contained the model component "follow-up of the business by the VR agency is performed regularly until the case is closed " was 54% in 2002 and 33% in 1992.
